Procedure for the safe evacuation of disabled employees and visitors.
It is the responsibility of each employer to assess the level of disability of all members of the workforce. This cannot be intrusive and relies on an employee volunteering the fact that they are disabled and may need assistance to evacuate. For some employees the disability may be obvious.
The employer must decide upon the assistance that the disabled person needs to evacuate. In many cases it may be as easy as appointing a helper to give a helping hand along the way but for others a more detailed procedure may be necessary.
The assessment of disabled persons is a constant task. A person who is fit one day may be unfit due to injury or ailment on another day. Arthritis is typical and causing debility from day to day. A heavily expectant woman has special needs, as does a deaf visitor to the workplace.
The procedure decided upon for disabled evacuation is to be communicated to Management Team in writing. The proposed Refuge to where the disabled person will be taken in the event of an alarm operation is to be included in the communication.
For a severely disabled person assistants should be appointed to assist the disabled person to evacuate the building safely.
There is no recognised Safe Haven Policy at 99 Bishopsgate and those persons who require assistance to leave the building should not be left unattended at any time. In those circumstances means of escape for disabled people is to be followed.
